That overlooked continuity snag quietly turns Peter Parker's visit into an unexpected MCU headache.

Peter Parker walks into Director William Metzger's gleaming Manhattan headquarters as though the Department of Damage Control has never heard the words "budget cuts." There is a cutting-edge research lab, premium New York real estate, and enough resources to impress even Tony Stark. Yet Wonder Man previously centered on the agency scrambling under Congressional Budget Office oversight and questioning every dollar spent.

The contradiction only grows once Director William Metzger casually recruits members of The Hand into the Department of Damage Control ranks, with nobody seemingly batting an eye. If Agent P. Cleary was desperately chasing Simon Williams merely to justify his department's funding, Manhattan's operation seems to be living in an entirely different reality. Perhaps the Department of Damage Control is less a single orchestra than several bands playing entirely different tunes. Agent P. Cleary spends Wonder Man counting pennies before skeptical government officials, while Director William Metzger strolls through Manhattan with laboratories worthy of Tony Stark's leftovers. Washington has never been famous for treating every office with identical enthusiasm or identical budgets.

That imbalance neatly explains why one branch worries about funding while another hires The Hand and expands like nobody is watching the books. Bureaucracies have survived on selective oversight long before superheroes complicated the paperwork. It is an elegant explanation for Marvel Studios, although Spider-Man: Brand New Day still finishes with a continuity knot that looks suspiciously tailored for Wonder Man.
