An IGN post featured a post where showrunner and writer Ian Stokes described how Netflix introduced Bartolomeo during the Loguetown arc of One Piece season 2 to complete narrative requirements. This character does not appear in Eiichiro Oda's manga until 600 chapters.
Stokes justified it, saying it offers Luffy with essential contact that the original manga's underdeveloped town scene did not include despite Smoker and Tashigi existing in that scene.
"I am missing in my last half for someone for Luffy to talk to. When we go to a new place, it's the new characters we meet, it's the new world, and overall, the theme of when Luffy leaves a place, he's changed it. We did not have that element in [Episode] one until we introduced Bartolomeo," Stokes told IGN.
The character of Bartolomeo, who becomes a dedicated fan of the Straw Hat Pirates, first appears in Dressrosa in Eiichiro Oda's canon. Because this show changes the timeline from its original material, it creates a risky fan-service adaptation that increases Luffy's inspirational effect but decreases interest from purists who want to see the original timeline.
The premiere reveal created intense fan enthusiasm, almost like a bomb drop foreshadowing the second season acceleration of pacing under Oda's stamp of approval, which allowed worldwide distribution.
