The United Kingdom government is moving forward with the Media Act 2024 to place video-on-demand services under the direct supervision of Ofcom. This new framework ensures that massive platforms (Netflix, Disney+, and Amazon Prime Video) operate under the same scrutiny as legacy broadcasters.
Any service exceeding 500,000 users will fall into the Tier 1 category for maximum oversight. These designated platforms must now adhere to a formal standards code designed to protect audiences from harmful or offensive material.
Ofcom will possess the specific authority to investigate viewer complaints and issue penalties if these digital entities fail to meet expectations. This move eliminates the previous legal gap between internet streaming and traditional satellite or cable television.
The new code emphasizes the necessity for accuracy and impartiality across all featured content to maintain high public trust. By standardizing these rules, the government aims to create a consistent viewing experience regardless of the delivery method. This regulatory expansion ensures that the digital landscape remains safe and reliable for all age groups in the country.
Legislative changes are now catching up to the massive migration of viewers toward modern digital platforms.
Adapting to a changing audience
Recent data from the ratings body Barb indicates a massive decline in live television viewership as audiences favor on-demand options. Between 2022 and 2025, traditional viewing dropped from 60% to 45% of total media consumption. A third of people now visit streaming sites or YouTube as their primary destination when they activate their television sets.
The culture secretary, Lisa Nandy, noted that the way individuals watch programs has undergone a fundamental transformation in recent years. She stated to Variety that millions of people now choose video-on-demand platforms instead of traditional broadcasters, especially among the younger demographic.
