Why did the Flash movie starring the Deadpool actor never become a reality?

As per Goyer, differences between him and Warner Bros resulted in the project being reduced to a distant dream. It also went through a change of directors and scripts. But seeing Ryan Reynolds’s capability landed him in the role of Green Lantern, which did not end well. Now DC is going through major changes and wants younger actors to lead.
