For years, the Marvel Cinematic Universe treated Budapest like an inside joke that only Hawkeye and Black Widow understood. The two heroes repeatedly referenced the mysterious mission, but never gave fans enough information to piece together what actually happened. It started with a throwaway exchange in The Avengers and became one of Natasha Romanoff and Clint Barton's most recognizable shared memories.
It was not until Black Widow that Marvel finally pulled back the curtain on the operation and revealed why the mission had stayed with Natasha for so many years.
What was the Budapest Operation?
The Budapest Operation was a mission carried out by Natasha Romanoff and Clint Barton that ultimately became the final step in Natasha's defection from the Red Room and her move toward working for S.H.I.E.L.D. The mission was connected to General Dreykov, the head of the Red Room, the organization responsible for training young women—including Natasha—to become assassins.
Before the mission, Barton had been sent to deal with Natasha, but instead of killing her, he recognized her potential and gave her a chance to escape the life she had been forced into. The two eventually became partners, with Barton helping Natasha make the transition toward S.H.I.E.L.D.
In Budapest, their target was Dreykov. Natasha and Clint located his secret operation and devised a plan to take him out. They rigged explosives around a five-story building and used Dreykov's daughter, Antonia, to lead them to him. Natasha then gave Barton the signal to detonate the bombs.

The reference came full circle in Avengers: Endgame, when Natasha and Clint traveled to Vormir to retrieve the Soul Stone. Even while facing what they believed could be their final mission, Budapest came up again, showing just how deeply that shared history was embedded in their relationship.
