Colin Farrell’s Penguin is shrinking in screen time but growing in menace. In The Batman: Part II, the actor says Oswald Cobblepot appears in just two scenes, yet he describes the sequel’s script as darker, more terrifying, and emotionally heavier than the first film. It is a surprising twist for a character whose popularity has exploded.
Especially after HBO’s The Penguin spin-off turned his crime boss into one of the standout figures of Matt Reeves’ Gotham.

Speaking to ScreenRant while promoting Sugar season 2, Farrell confirmed that he has read the entire script co-written by Matt Reeves and Mattson Tomlin.
“I got to read from the first to last page, and it’s really magnificent,” he said, praising Reeves’ storytelling instincts. For viewers who saw him dominate his own series, the idea of a reduced presence feels unexpected. Farrell made it clear that the tonal shift is what stands out most in this chapter. Describing the sequel, he called it,
“A really kind of dark and at times terrifying piece” that is also “psychologically weighty and nuanced.” That blend of emotional depth and unsettling atmosphere suggests a story that leans further into the moral complexity of Gotham. He also emphasized how much feeling is embedded in the script.
According to Farrell, the narrative carries a strong emotional core alongside its darker themes. That balance points toward a film that explores not just action and crime, but the inner lives of its characters. For Farrell, the limited screen time is not a drawback.
“I’m only in two scenes, which is great because it means I can enjoy the rest of the film,” he said. His comments reflect confidence in the larger story, which he called a “contemporary genre masterpiece.”
Even though Penguin is stepping back, the world around Batman expands in a major way.
A bigger Gotham with new faces
The universe that began with The Batman is growing with a broader ensemble for its sequel. Robert Pattinson returns as Bruce Wayne, joined again by Jeffrey Wright as Jim Gordon and Andy Serkis as Alfred Pennyworth. Their dynamic remains central as Gotham continues to evolve. New additions are set to reshape the landscape of the story. Sebastian Stan, Scarlett Johansson, Brian Tyree Henry, and Sebastian Koch have all been confirmed as part of the cast.

While official character details remain under wraps, strong speculation links Stan to Harvey Dent. That role would naturally fit the darker tone described by Farrell. Johansson, Henry, and Koch are also expected to occupy key positions within Gotham’s power structure. This expanding roster suggests a film that focuses less on a single antagonist and more on the city as a whole.
Gotham itself becomes a web of competing forces, where alliances and conflicts constantly shift. In that environment, even a brief appearance from Penguin could carry significant weight. With a darker story, a growing cast, and a more complex Gotham, The Batman: Part II is shaping up to push its characters into deeper and more dangerous territory.
