As per Andi Muschietti, the director of the IT films, the show is being told backwards and is based on the interludes of Stephen King's book. 

Muschietti told Radio Tu earlier in the year, "The interludes are basically chapters that reflect Mike Hanlon's research".

These interludes, based on Mike Hanlon's research, compile a history of Derry, including Pennywise's origins. It is possible that the future Welcome to Derry season might expand on these interludes. As the town’s shadows grow longer, history and horror intertwine in ways that will inevitably set the stage for the series’ backward chronological journey.

The creators are plotting a backward journey through Derry’s cursed streets. From season 1’s 1962, season 2 might leap to 1935, and a potential season 3 could dive further to 1908, exploring the Kitchener Ironworks explosion.

This reverse structure peels the town like a cursed onion, exposing layers of crime, grief, and supernatural mischief. While viewers search for what is fog, the fogged town will show what has always lurked beneath, proving that Derry’s terror is patient, eternal, and far-reaching.
