James Numbaru Jr., a Papua New Guinean who went overboard from a Chinese-flagged ship in 2017; Emmanuel Essien, a Ghanaian who vanished from a Chinese-owned ship in 2019; and Eritara Aati Kaierua, an I-Kiribati who perished on a Taiwanese-flagged ship in 2020, are the other three cases discussed in the film. Investigators and activists who fight for marine conservation in general and seek justice for injured observers are the heroes of Fatal Watch.

One prominent supporter of observer rights is Elizabeth Mitchell-Rachin, a board member of the Association for Professional Observers, a nonprofit organization with headquarters in the U.S. state of Oregon. In this way, the Fatal Watch takes the shape of a true-crime documentary, and like every good true-crime story, it compels viewers to ask some questions themselves rather than just imparting knowledge about a threatening environmental issue.
