The AVTF, or Anti-Vigilante Task Force, his private militia, serves as his most powerful instrument to enforce his rules.

This New York City Police Department task force, funded by taxpayers, appears throughout the episode, threatening Matt Murdock and his friends. The AVTF is a part of Wilson's Safer Streets Initiative, which deems all vigilante activity illegal and sets 8:00 PM as curfew for citizens, almost invoking a state of emergency.

The special police unit exists because Fisk established it to combat vigilantes who operate throughout the city. The group consists of corrupt officers who serve Fisk instead of fulfilling their official duties. Some of Wilson's hand-picked AVTF officers include Connor Powell and Cole North.

The city operates under a state that resembles martial law but exists without an official declaration. The AVTF functions as a representation of Fisk's authority and his ability to transform the legal system into his personal instrument of power, which several viewers consider as an allegorical depiction of the present political disasters and protests ongoing in the US. Fisk employs the AVTF to track down Daredevil while they capture his associates and eliminate all opponents against him.

The situation becomes hazardous for Murdock, but he succeeds in defending his friends, as Page escapes.

The episode also observes AVTF in a dangerous allegory of police brutality, racism, and family separation during a confrontation at a bodega.
