According to Variety, the British government has officially signalled its intention to intervene in the proposed $110 billion acquisition of Warner Bros. Discovery by Paramount Skydance. Culture Secretary Lisa Nandy informed Parliament on Tuesday through a written statement that independent research prompted her department to notify both corporate entities regarding the impending state intervention. The primary legal justification rests heavily on safeguarding media plurality across the United Kingdom television ecosystem.
“The need for, to the extent that it is reasonable and practicable, a sufficient plurality of views in news media in each market for news media,” she declared the first reason through a written statement to Parliament. She explained that regulatory intervention is necessary to maintain a healthy diversity of viewpoints within the regional news sector.
“The need, in relation to every different audience, for there to be a sufficient plurality of persons with control of the media enterprises, or the enterprises providing on-demand program services, or both, serving that audience,” she added as the second incentive.
The sudden regulatory pause stems from deep anxieties regarding the long-term impact on prominent regional networks like Channel 5 and CNN International. Popular family channels, including Nickelodeon and Cartoon Network, alongside streaming services like Paramount+ and TNT Sports, also fall under this investigation, as she stated in a statement (reported by Variety).
The upcoming legal timelines and proposed modernizations to public interest laws shapes this corporate battle.
Legislative modernization and next review phases
As reported by the same Variety source, Lisa Nandy aims to broaden existing public interest frameworks to better encompass the massive popularity of modern video-on-demand services. She noted that current guidelines must adapt to reflect how contemporary audiences consume digital content across streaming applications.
“If I decide to intervene in this merger on this basis, I will bring forward secondary legislation to finalize this public interest consideration as the Enterprise Act requires me to do,” she said.
The regulatory department has invited detailed written representations from the involved corporate parties, establishing a strict response deadline of July 6. If the government proceeds past that date, the independent media regulator Ofcom will launch a formal assessment regarding public interest considerations.

“Following these reports, I would need to decide whether to refer the matter for a more detailed investigation by the CMA under section 45,” she said. The potential $110 billion media merger now hinges entirely on satisfying British regulatory demands for diverse public programming.
